Tooga is normally in the southwestern area of the ThistleShrub Valley. However if he is under escort, he will not be there for quite some time. You'd have to come back a while later to find him once again.

PS: This also applies to abandoning the quest. If you abandon it, he will disappear moments later and won't be back for an hour.

The only reason he is all over the map is because the quest he gives is an escort quest where he follows you freely. He's in the thistleshrub valley area.

I walked all over those Damn Abyssal sands and haven't found it... Damn hordes who keep following me, can't take a better look like this...
