I've got these shoulders now and I <3 them :D
To get the quest for horde, go to thunderbluff and take the lift up, the first tent to your left is the tent of the questgiver!
That wasn't too hard, was it :D

From the perspective of a mage, this must be the best quest reward for it's level EVER. Used it until lvl 52 or so, then I got Elder Wizard's Mantle...

It's good for Shaman and Druids too. They may be leather users, but the slight hit in armor is acceptable when you consider the huge boost to stats the shoulders provide.
