It doesn't matter where in Zangarmarsh, any fishable water will work as long as it's not a pool. Using lures doesn't make any difference other than possibly making it easier for you to catch them. You should be able to catch them all within a few minutes and get your ten. Do not however be a fool like I was and think you can stack some extras for the next time you get this daily. Once you get your 10 shrimp that's it, any other fish you've gotten will open up and have only weeds in them. So don't spend 20 mins fishing up a bunch of trout thinking you can get 20 shrimp (despite the fact that the item claims to stack as many as 20) and use the rest next time, it won't work.
