15% but now has a cooldown (hidden) of 45 seconds, no longer as good as it was.

Even with the hidden cooldown, this trinket procs approximately once per minute. Since it actually restores 335 mana now, that's roughly equal to 335/60*5 = 27-28 mp5. Still one of the best shaman trinkets for longevity.

im guessing this has sumthing to do with morogrim due to the tidewalker refrence. But more importantly i want to know is this a straight drop, or a quest, or even a token-like turn in? I ask since it is shaman only, and i have seen the mage only one also. BTW, OMFG I lust for this!!! With this and the new CC i would never go oom

Chance on hit items stand and fall with the proc rate. If this item would proc as often as Romeo's Poison Vial, it'd be awful. Let's hope for a decent rate because the effect is really nice.
