Second you dont have to bea GM to get one. Third the drop rate is so high because you need these legendaries to win the battle forthly they drop off of themselves, you have to fight floaty weapons (yeah so lame v.v) Fith why am i waisting my time explaining anymore about these? all you need to know is they are legendary weapons that you get off of spawns in a boss battle in Tempest Keep that after the Kael'thas battle ends either to your group or him dying they despawn.

All the legendary weapons are part of the fight against Kael'thas. At the beginning of phase 2 the weapons spawn as mobs and have to be killed. Then players can loot each weapon (although you only need your specific weapon/s). They will disappear as soon as you leave TK or if you die during the fight.
And yes, Tempest Keep is hard. It's the 3rd hardest instance in the game at this point so what do you expect? You'll need a team of 25 dedicated people who know their class and know the encounters from guides and videos and are willing to give 150%.
This may be hard for some people to understand but some things actually need some effort and time to succeed.

Back in the day, Molten Core was the 3rd hardest instance in the game, and it was still pretty easy after a while. Its only hard at first, and after clearing it a few times, It is still a fun challenge, but not hard. A few more times, and its still fun, and a few after that, and then its the next "Molten Bore". People even got bored with BWL before An'Qiraj came out.
