well not items are now set to these gains, increase defense rating #, improve critical strike rating #, ect... instead of by percent chance to hit, parry, dodge, block, defense, critical strike, ect ect ect..... they have a number based rating, the higher the number the higher the chance will be, i dont know hwy they changed everything to a number based rating, %chance was much easier to follow
I think one main reason of going from straight percent chance stats to stat ratings was to make the level 60 gear less effective in those stats while you level up, making it more important to get better gear.

14 crit rating is 1%
10 hit rating is 1%
they changed it because otherwise at level 70 you would have around 70% chance to crit. basically you have a 30% chance to not 1shot someone
