Got mine from a lvl33 Panther; after 2 years of playing with barely a dozen Blue BoE drops, on my latest char this makes 3 alone from under 4 days played time - and it sold overnight in AH for 75G!

This hat is great for its level, i can renew for 63 a tick (without shroud 49) and hardly ever need to bust out a big heal unless there is adds. Definatly great for a priest if you can find it. Dropped from and ogre in alterac.

I'd say that's downright unlucky, but I suppose possible...

Personally, I found an epic from a normal mob drop once and an average of 2 rares from normal mob drops up to level 30, but that's just me... it's hard to imagine never finding one from 1-60 from normal mob drops.
