Once you do the first quest for the Runes you are able to get this for 30 runes. They are called Argent Dawn Gloves....

Why doesn't the horde Argent Quartermaster want to talk to me? I have Honored rep with AD, I'm trying to talk to the female troll AD Quartermaster at LHC, but nothing is happening. Does the quest start somewhere else or is this the wrong NPC to be talking to? Gimme my handwraps!

You have to complete the first necrotic rune turn in quest. Once you do that you'll be able to talk to the quartermaster. After you turn in the quest she'll allow you to use necrotic runes to purchase things, the AD tabard is one of them, and the gloves are another. Believe you'll need 30 runes to buy the gloves.
