This is more of a PvP upgrade from Cloak of Consumption then a PvE one, with the increase in stamina and spell penetration. Its nice, but for Naxx loot is really is just a bit weak.

Just picked it up. I'm happy with it, nice upgrade from consumption. +10 stam and +10 decrease resist. Makes 70 decrease for me overall, I think that should cover it. =O

Got this tonight off the Instructor, big upgrade from Cloak of Consumption. Horde server first, if not overall server first (From second overall instructor kill horde side).
The item level is a big jump from 68 to 83, that's +15 levels..
However +10 stam, swapping +1 to hit with -10 resist, and +5 spell damage is more "meh" to me.. perhaps this is in part due to the heavy item value hit that cloaks take, likely due to the fact that cloaks never suffer durability damage.
For reference, these are the general stats you'll get at a given "item level" based on the location of the item:
Head 100% Neck 54% Shoulder 74% Back 54% Chest 100% Wrist 54% Hands 74% Waist 74% Legs 100% Feet 74% Ring 54% Trinkets 68% Shield 52% Off-hand 52%
So a cloak or "back" slot will have similar stats at the same item level as "wrist" or bracers. Some items get adjustments (example rings can have higher resistance values than their 54% of item level would suggest).
In other words a hat, chest, or leg item would see a proportional larger jump in stats given a +15 level difference than this cloak does.
Just wondering where you got your numbers from, because I can see the small differences when I look at items, but never seen those numbers before.
Also, I'm not saying you or the poster above is doing this, but I do not look at item levels when I choose my gear... because frankly I don't "trust" them.

A good example is this http://wow.allakhazam.com/db/item.html?witem=21186 item level of 62. While it has no intellect, it is still one of the best DPS bracers vs 63's you can get.
Compare it to http://wow.allakhazam.com/db/item.html?witem=20626 or http://wow.allakhazam.com/db/item.html?witem=21611 and I can't see why such a giant jump in item level.
