Just got them tonight. Very nice with +9 Str enchant.

what would you do with about 60% critchance an 3000AP if you miss the mob?

for melees:

to raidbosses you need up to 8% hitchance to don't miss bosses (even with white-dmg, too) with 2h weapons.

for dual wielding you need up to 12% to don't miss with styles.
for white-dmg you would need around 25%.
to gain 25% +hit is, atm impossible.
so go get 12, 13, 14% hitchance and kick asses. :)

in pvp you would need 5% for 2h weapons and around 8% for dual wielding.

another fact: rogues skill precision so they gain already 5% and only need about 7% with items. warris can't do that so I think that these bracers are even better for dw-warris than for rogues because rogues could gain enough hitchance with other items (tier 3 bracers > all for that [for rogues^^])
