Clearly nice for rogues or Feral Druids. Here are the converted stats for this item in Cat Form (assuming Heart of the Wild):

51.4 Attack Power
1.25% crit
1.25% dodge
70 HP
+50 armor

For straight-up DPS, these are better than Taut Dragonhide Shoulderpads, an epic drop from BWL.

For a Rogue, these are great if you don't have any epic shoulders. Otherwise not that interesting.
