Actually no. 29 Dam/Heal is much better than 1% crit und 1% chance to hit. Especially cast-crit ist totally overrated.

Lets make an example:

If you do a shock with 500 dam 100 times and miss 5% of these shocks, you will get 500 * 95 = 47500 dam.

1.) With 1% crit, one of this 95 will likely give you 250 extra-dam (without heavy elemental spec).
Also you will miss one shock less, so you get another 500 dam. Makes a bonus of 750 dam.

2.) With 29 Dam/Heal your per Shock Dam will be increased by around 12.5 Dam. So with 95 hitting shocks, you get 95 * 12.5 = 1187.5 additional damage.

As you see, a clear win for the tier 2 leggings. And even if you would be heavy elemental specced, T2 would still lead with 187.5 more bonus damage.
And if you use lightning bolt or chain-lightning, this difference even becomes greater.

So the conclusion is, that +Dam is far superior, especially to crit. While crit still holds the small extra bonus of more burst-damage in combat pvp and funny high dam-values, +Dam will get you much more damage over time. And you do not even have to be specced elemental, to fully gain the benefit from it. And don't forget the heals. Crit-heals will overheal most of the time, while a steady bonus is of much more use. Heals also can't miss.

where cth with melee means lowered chance of having a miss, cth with spells means lowered chance of resists.

as far as i know, this only drops horde side. just as the fallen crusader stuff only drops alliance side.
