you cant get it anymore it was only available when the pvp system was first made. the first alliance and horde per realm to get rank 14 would receive the tabard via gm

That is not correct.

This tabard was the reward from the test of honour competition. One was awarded per faction, per realm, to the player with the most honour kills in world pvp.

This pre-dates battlegrounds.

This tabard was rewarded to the winners of the nVidia Test of Honor contest.

You essentially had to get the most honor (contribution points) during the contest period.

One horde and one alliance character per server got the tabard.

These were actually mailed to us by GMs.
