Neo Steam: The Shattered Continent transports players to a world where two nations battle over a precious resource called Neo Steam. From the onset, customization is key to each player's experience, where they can choose which nation to join and select from a number of specialized classes. As players battle to expand their nation's resources and protect their borders from invasion, they must learn to harness the Neo Steam technology to upgrade their equipment, learn new abilities, and progress in their chosen class. Each player in Neo Steam: The Shattered Continent also begins with the aid of a pet of their choosing. Pets act as guides as players travel the world, and they even assist in battle with various abilities, such as healing or thievery. A pet's ability list and appearance can be customized to suit the player's preferences. Adding to the immersive aspect of the steampunk fantasy world, the game also features various forms of steam-based machines and vehicles for faster in-game traveling.
Humans are known for their quick, subtle movements, and they place a high value on the present. They are a very social race, finding little trouble making friends on their travels.

Endowed with a deep understanding of the mystic arts, the Elves stand at the forefront of magic studies. They explore the depths of possibility, dreaming of eventually creating magic-infused machinery. It is to this end that they have recently allied with the Pom in trying to combine technology with magic.
As proud descendants of the ancient Maestros, the Pom have a knack for technology. However, their extensive research and experiments have taken a toll on the environment. As a result, many tribes from the Taxn Alliance hold a bitter grudge against them. Attempting to make amends, they have now directed their efforts toward inventing machines which will help the environment.
The Lupine are known for their great physical strength. They revere nature above all else and have devoted themselves to repairing the damage that the Pom and other races have inflicted upon the environment.
Like the Lupine, the Tarune tribe was once a member the Taxn Alliance. They left in hopes of discovering ways to strengthen their homeland and to ensure that the other nations are not upsetting the balance of nature.
The Lyell are from the Taxn Alliance. Like all Taxn tribes, they worship nature and seek a harmonious relationship with the earth. However, many of the Lyell have begun to join their Lupine and Tarune brethren in journeying to other lands and trying to help rebuild the impoverished Taxn Alliance.
