The Spawn is triggered by turning in 1 white wine, Hollish Tnoops comes into the Hogcaller's Inn after about a minute (spawns near zone entrance and walks to the Inn) - then talks to the innkeeper as part of the Hogcallers Quest. People here https://everquest.allakhazam.com/db/quest.html?quest=577 were speculating if he is a rare spawn or not. He isnt - you can trigger him by turning in the wine.
