  2. Talk with Laius.
  3. Deliver Laius's Letter (PW/AA) to Chrysaor.

    Laius will only be up when Asmodians control Siel's Eastern Fortress, and Chrysaor will only be up when Asmodians or Balaur control Siel's Western Fortress.
