You must be at least Level 15 to open or receive this quest. See Asmodian 15 for more quests that can be started at this same level.

Zerpi, Osvi and Annju are at the Airship Dock in Pandaemonium. Neparinerk is at the Trader's Berth in Altgard, and Banatisai is at Heart of Impetusium (on the ground, sitting in front of the tent).
Approximate location of Suspicious Clothing
When you enter Black Claw Village, turn to the right until you see a hill rising to a point. On the road headed up to that hill, guarded by a Wild Tayga, will be a pile of Suspicious Clothing. Inspect it to find the Book Package. You can use /where Suspicious Clothing to get an exact location.
When I approached it to kill the Tayga, I was jumped by a previously invisible Mau Shaman (he may have just spawned, rather than being cloaked). I later found the safest route is to circle the entire hill counter-clockwise, then come down the hill to the Suspicious Clothing.
