Quest Notes

In order to speak to each Fortress Commander, your faction will need to control that fortress.

When doing the inner ring of the Upper Layer forts, if Elyos control all three, you can teleport from Teminon to Miren, then from Miren to Kysis and from Kysis to Krotan.
