You must unlock skill levels to use higher power items. Quality level 0 and 1 will allow you to use the items without having any skill with that item type. So quality level 2 requires 1 point in that skill. Each weapon type has its own skill level, while talismans are grouped up into 3 categories. For example 1 point in Minor Talismans will allow you to use quality level 2 Luck, Occult, and Waist Talismans.

In addition gear can be modified in many ways, you can add glyphs or signets to modify it to meet your play style. You can also copy the graphics on weapons (provided it is the same type of weapon) if you prefer the look on your old weapon.
