Talk with Miriya in Sanctum at Protectors Hall after completing Secret of the Shattered Stigma once you have reached at least Level 45. Quest Notes

Koruchinerk tells you that he wants Blue, Red and Black Surkana and that these are held by the heads of the ship, Steel Rake, but we have been told by Legionmates that have done this before us that all you need to do is get four Blue Surkana (PW/AA). There are no Red or Black ones. So four kills, total, which means you will have to do the lower/upper run once, and at least a lower or upper run a second time to get all four.

The Surkana are dropped by Engineer Lahulahu, Chief Gunner Koakoa and Brass-Eye Grogget.
