Speak to Jorlak at 17.62, 1.51, -2.92 in Skyshrine: The City of Dracur to begin this quest.

Zone into Dracur Prime.
Acquire the Draconic Gate Caller Talisman. This requires completing two sub-quests from Gozzninak:

Reward: 48g, 35s, 24c , +3,000 Claws of Veeshan faction and class specific boots.
