This quest is unlocked when you reach level 19 Description Level 23 A Ruler's Duty Talk with Phomona. Talk with Demro. Talk with Lodas. Find a Kerubian Bucket and fill it with uncontaminated water from the waterfall. Kerubian Bucket (1) Bring the water to Lodas. Talk with Demro. Talk with Phomona. Order: The Elim are struggling with the gradual desertification of the Eltnen region. Meet with Phomona and find out what she knows.
