There is a puzzle near the center of the lake down at the bottom. You have to light the underwater lanterns and will get a prize bag that when open will give an item.

the puzzle is basically at the "L" of Lake of Solace on the map... might have to swim down a little before you can see the sparkles, but all in all pretty easy to find/complete
