Does anyone know how to get past the last 2 guards to get the axe? Blowing the horn only moves the 2 at the chaplain

It should be this distraction:
Head to the Brew House via the back hall from the Storeroom for your first two distractions. Grab the keg of coldain spirits ( -682, 120, 580 ) and move it to the back hallway, then knock over the weapon ( -709, 118, 497 ) from the rack.
