He is a wanderer in the western half of the zone. His placeholder is "An Ukun Slaughterhound".
Note there are two slaughterhounds: the one in the eastern half of the zone is the placeholder for the Domineering Ukun.

Killable by a 66 Druid if you can keep him rooted.
Unfortunatly I had to Egress with 10%hp and 50%m with him down to <30%.

his lvl is wrong. I'm 66 and he was blue to me. he dropped the tattered serf's cap for me as well

I'm thinking the tunic is his rare drop. I have killed this guy 5 times over the past week and have always gotten the cap. Would love to get the tunic and get out of this dress. :)
