Frozen Direwolf Eye
Velium Infused PeltSeems there are numerous spawn locations for Frost, would like to share the two locations I was personally able to get.
Frost spawned at location -2431, 201, -232. This is just north of the bridge leading to the southern section of the zone. He spawned with "a Kromzek Sorcerer" so was able to complete the quest in one shot with this.
I also got him to spawn at the arena up north, location -1282, -118, -164, this time he was attached to "a frost giant soldier." This specifically was the roamer of the topmost "bleachers" not sure of what else to call these.

If Direfang is up, Frost will not spawn. I just confirmed this. I killed Direfang twice within 3 minutes (he was up across the zone and then respawned when I got back to my camp) and Frost spawned 30 seconds later. I had been trying to get Frost to spawn for 2+ hours.
