You get this when you open the previous bag, Vega's Package.

When you open it (at level 19 or above) you will receive: 300  Major First Aid Potion x5 Major Magic Potion x5 Anlia's Package

If you are not a magic user, you will receive an additional 5 Major First Aid Potions instead of the Major Magic Potions.
