the Engrish in this quest is so badly broken that it is almost impossible to understand the logic of Majoshat Oley's statements, but the long and short of it is:

1. A lot of things have been stolen from Tooda, including a necklace that she loved very much
2. She once painted a picture of the necklace
3. The Innkeeper, Nanum Alluya, at Abandoned Fortress may know something of this matter.

Go to Abandoned Fortress and ask Nanum Alluya if he knows anything about the people that took Tooda's necklace. He is an innkeeper and is not gonna talk to you until you buy something, so buy a Lemon Vodka (Ggl).

He tells you that the person in the portrait (who took the necklace) is a ne'er-do-well by the name of Villain Sobast (Ggl).
