Strategy to complete the quest?

I finally completed it by finding a puppy fairly close to the quest turn in that respawns. I would kill all the mobs between the puppy and the safe area then lead the puppy over.

The puppies disappear if you have to fight mobs.
You can't just grab one and fly it there.
Do you just have to redo the quest until you don't run into mobs on the way?
Memorize the pathing of the mobs?

is there anyone who has completed this who could add some suggestions here?

When I did it last I was able to fly back, but like you said some people have had issues with that. I've seen suggestions to try escaping/evaccing back (get a totem of escape if you don't have the ability). Hopefully that'll work!

The quest is apparently bugged. I have tried several times to lead a puppy back to the handler, and it is always gone when I get back.

OK, I was able to complete the quest by flying one puppy at a time back to Shira. When I tried to walk one back, it would disappear even though I avoided mobs.
