It is the PvP version of "Tier gear" (i.e. Tier 4, Tier 5, and Tier 6), and will use equivalent itemization points (see Itemization Formulas) to that gear.
Arena gear is generally considered required to participate in PvP ever since the release of the Burning Crusade expansion, though some classes have moved away from using full arena gear in the more recent months. Classes without a defensive cooldown such as priests, shamans, druids, and warlocks are all encouraged to use primarily arena gear in PvP.

In order to get Arena gear, you must first earn enough points to buy them, and in some cases, you also need your Personal Rating and Team Rating to be high enough.
The following price/rating requirements are for Season 3 gear.

S1 Gear is now available for Honor.
S2 Gear is still available, for 15% less than the cost above and also requires no rating.
S4 Gear will take S3 gear's place, making S3 gear go down 15%, while S2 Gear will be sold for honor. S1 Gear will no longer be available anywhere once the next season starts. Season 4 is also adding much higher rating requirements and putting a rating on almost every piece of gear, including some Honor items.
Season 1 items can now be bought for honor and battleground tokens from Captain O'neil for the Alliance and Sergeant Thunderhorn for the Horde.

Arena gear is generally considered a poor choice for PVE (aside from a starter set), but this consideration doesn't apply to the weapons, which are actually quite powerful in their own right and prized as PVE items, just as much PVP items.
It is not uncommon for many dps classes to participate in Arenas for the sole purpose of getting a weapon that they will then use for PVE purposes.
