	Actually, procs at 46. I thought it was 45 and was a bit disappointed. I dinged 46 not too long ago, and have been proc'ing for 60hp on most mobs that aren't resistant to cold... With my Dexterity at 153 and hasted 18%, I have proc'd up to three times in a fight. Mind you, I have also NOT proc'd

	the blizzard hunters spiders drop these and the spider fur-line boots, although very rarely. i have yet to see any kobolds drop any spiderfur stuff besides cloak, belt, and collar.

	this is used for the ogre SK quests to get the greenblood shadowknight tunic, very nice and if you know where you can get it at about lvl 4, it is 6AC +1int and +1some sv, i think disease.not sure if it is a bad inst. i never made a gay bard before...for obvios reasons. LOL

	The only problem with giving the for casters to use, until needed in a rogue epic quest, is that you need to be lvel 50+ to multi, and the casters wanting this item is often below 50. But if the caster that want this rope plan to make 50 fairly fast, then it is definatly a good idea to put it to
