Another easy way to learn the skill is when you are about lvl 20, go fight in Paludal. Once you have a nice case of Creaping Crud, don't cure it. That stuff lasts for about 40 minutes unless cured, and it's slow. Perfect for BW practice.

This is the faction list that is often used, can't confirm the ranges myself. 1 points represents 1 normal kill. Depending on faction you are working on you MAY get more points from 1 kill. (e.g. raid mobs and such).
Ally = 1450 to 2500
Warmly = 1100 to 1450

I've seen a different list, and this has always seemed to work for me, but I haven't counted closely enough to say conclusively which is right. I am reasonably sure that Apprehensive is only 100 hits though...
Ally : 1100 to 2800
Warmly : 750 to 1099
Kindly : 500 to 749 |

2014 update:
Argath is the safest place to fish for Raxil. When you take the blimp from Steamfont to Argath you will exit the blimp and see a waterfall beyond the platform in a safe area. Fish in this waterfall.
I fished through a couple hundred baits:
