It's not Promyvion. Promyvion looks approximately like taking that shot and making a photonegative of it. :P
Okay, I did some checking, and I'm almost *positive* that it's Ru'Aun Gardens. Use Google Images on "Ru'Aun" and you'll see what I mean.
The only other possibility is Al'Taieu, which I thought was still locked up.

I think that's Lufaise Meadows. I'm 95% certain that's a Tavnazian area.
