Yeah teleporting to another town will either reset it or decrease it (it seems to reset it). Every time I tele'd to another town I'd have no fame there and would have to give out a present to tele back, another thing that people think resets your fame (giving out presents in other towns). But at any rate, when I got back to the town with the fame, I would be back at the lowest fame.
It is a nice little bonus though. Pop on over to the red-hat person, get a free gift for the day, and bammo, you can travel to any town. Makes getting conquest items for crafting a breeze :D

O for the dream hat+1, it seems that the time you have to wait is random.
I had to wait a IRL day for mine to come, some people only had to wait a couple hours, and some people didn't have to wait at all.

Results from Joy appear to trigger every 24 hours, when it hits midnight in Japan. So for some with good timing they tend to get their hat right away.
Femme, I think mog-warp just decreases it. I had Ridiculous Joy, warped to Windy for something, tossed out one mid-level Kiddie Present, warped back to Bastok, and had dropped down to Barrelfuls (I don't think that's a real word >.> ), which is a single step down the ladder.
