The ToS is a contract between a person and SE, and thus DOES stretch to China. There is one major problem that prevents the ToS from being inforced in China, and that is the Chinese government.
Frankly, the government does not have to do anything they don't really want to do, under the principle of soveringty (sp). Thus, even if SE wanted to prosecute Chinese gilfarmers for legal reasons, the company would have to spend A LOT of money for a very unlikely extradition to the United States (whith whom China does not have an extradition treaty with anyway), and then go through the cost of a trial.
The best SE can do is ban the gil farmers, but the problem is, as I have posted on earlier threads, is that the "Jerry" or the "Zooe" or the "Redapple" arent the ones selling the gil.
