Rare/Ex Ripped Hat - What is it?Follow

I fished up a hat in Port Windurst, I was wondering what its used for as its rare/ex, I figured it would be for a quest, but it doesnt show up on the list of quest items.

Any ideas?

Yeah, I caught the cap the other day, but being as I didn't feel like dealing with the crap for the quest, I quickly tossed it back into the sea.
