I personally never would bother with the ring for 2 reasons:
1) The "best place" to start with your character is the corresponding nation which is sometimes completely wrong.
2) It can be easily replaced with something superior to it around lvl 30 for the most part(sometimes earlier).
This is true, but it's a gem that's magificent until Lv. 30 (or 10/14 as funds allow), and as a DRK, your friend will be able to wear it on three separate occasions, since he'll be Lv. 1 at least three times.

So basically, we narrowed down his search rather quickly by looking at these 3 descriptions(Disclaimer, some of these could be of my personal opinion but i consider them mostly to be well known facts about each area):
Windurst + : Fishing and cooking guilds and quite a few magic shops make getting through those low lvl mage jobs easier(and cheaper).
Windurst - : Horridly huge maps, somewhat confusing layout. Most mog house locations are in awkward positions on the maps.
I personally find the layout to be superior to Sandy. It's also *very* fast to get around in once you learn where the teleport mages are.
Also, if you're a DRK, this place would be useful, since the odds are decent that the best way to build up to a DRK include a RDM or BLM path. Mages. (ding!)

Sandy + : Again, very easy layout. Not hard to get lost here.
Heh. I think you misspoke. :P

Lots of stuff going on(someone is always shouting it seems for the eco-warrior or a rank quest). Mog house placement is good, but not as good as Bastok.
Sandy - : Seems like everything in the AH here is higher priced. Lots of immature shouting in S. Sandy in particular.
I beg to differ about the MH placement. They're convenient to the AH, sure, but the placement in SSandy sucks, and the placement in NSandy is lacking as well. If I want to get to the Woodworking guild, the fastest way there is via Port. I can't think of what the SSandy exit is convenient to, except for the fame checker. I think it'd have been 100x better if there was a MH entrance at the west end and the east end (kinda like how Bastok Markets has two entrances).

Basic moral of the story: Don't select a nation based soley on which nation your race corresponds to. Take a look at the big picture before making your decision.
Heh. I was just adding a suggestion. I wasn't suggesting that it be the sole basis of a starting location. :P I love Windy myself, but had I known what I do now, I probably would have started with my Elvaan in Sandy and then transferred. :P
