Static means fixed or stationary and often refers to a drop that ALWAYS or ONLY drops from a particular monster. Non-static drops, also known as world drops, could drop from any monster in the game world.

Unfortunately, a lot of items are categorized as "drops" when they are in fact sold by a vendor. This makes the items seem as static drops from that vendor, but they're static because you can always/only buy them there.
