Which is better a undead rouge or blood elf rouge
Well BE's are made primarily for mana, and UD have WotF and Cannibalize. So I'd go with UD, but other than that, it's just looks. UD for PvP, though.

I would go with the undead because of two simple reasons they have will of the forsaken which can get them out of tight situations and cannabalize which can help you get back health fast from humanoids.(dead ones)

rofl, no.
BE silence is 2 seconds every 2 mins, hardly worthwhile.
Roll BE for looks, not racials. UD and Orc are by far better.
I personally would do UD for cannibalize, but BE has the ability to tap casters mana and to get 10 extra energy every 3 minutes, i would go for BE as a low lvl pvp twink, but UD for end game things such as instances, raids, etc

The only choice for raiding is Orc.
orc rogue = best dps? 2nd best pvp'er race? (15% stun res)
undead rogue = best pvp'er? solo/farmer (canibalise)
Im going to say you should probably go undead, but its intirely up to yourself.
You can pick your toon based on what you like best, the look (your gonna be stairing at that toon for a long time), feel of start areas and so on.
