1) I don't really know what you're asking, but Seal of the Crusader is just like a normal seal that when activated buffs you and when judged debuffs the enemy, allowing you to do more Holy damage.
2) This depends on Spec. Retribution would have to be SoC, for a long long time. Prot spec I'd go with SoR and Holy spec SoL/SoR. At 64+, SoV is your friend.

With a one-hander or fast 2-hander it's SoR. SoC with long delay weapons. That's it you have it, anyway.
