By putting more then one point in feral instinct make cat form more stealthy or the same as 1/3?
My guess is it works similar to the rogue's Master of Deception, a 5-point talent that only reduces the chance to be detected while in stealth, which obviously means that it works harder per talent. I think what it really does is reduce the radius at which enemies will see you.

Yup, that's pretty much it. It makes nearby enemies less likely to detect you while stealthed.
In my opinion, the killer thing about that talent is the threat bonus you get in Bear/Dire Bear form. Invaluable when you're tanking.
