Do they proc in Feral?

If it's not on a weapon, it procs in feral. If it's on a weapon, it doesn't.
I know that non-weapon gear will proc while shapeshifted. But can you do a 'use' spell while shapeshifted. e.g. could i use the fireball spell on helm of fire if i was in bear/cat form? Thanks
I don't believe so, since it's an item and you can't use items in animal forms.
Any Use: effect on an equipped item can be used while in forms. So, yes on the Helm of Fire.
