First off, naturally a rogue has near 25% chance to dodge. Second, Rage isn't an issue in PvP.Third, would you rather have a warrior hitting you with Ms, Whirlwind, Auto Attack AND an overpower every six seconds?Or eat an overpower every six seconds?

Generally in PvP you are being hit MUCH harder than you are in Pve. And i'm not too sure if you realized this or not, but when you take damage, you get rage! And also on top of that you're getting second wind a lot more in PvP for obvious reasons :)And that isn't even including your white crits.(Which is a lot..)
1st, your gonna basically guarantee a warrior that he can use overpower on you every overpower cooldown for the duration of evasion. As opposed to just 25% of the time. Overpower is more rage efficient and preferred for crit values. I never have enough rage and GCD time to use MS, whirlwind, and overpower on rogues. Usually the use of evasion is a reaction to low health, not preemptive damage prevention from warriors. And a few overpowers at low health is death to a rogue (easily 2-4k damage from 2 overpower crits and deep wounds).
2nd, I get hit much much harder in pve than in pvp. Ever tanked a raid boss? Yes you get a lot of rage from damage in pvp, but it's not nearly what you would think it is. Rage gain = (2.5 (damage taken)) / 274.7. So, if I take a 2k crit from a rogue/mage/mswar, that's 18.xxxxx rage. I have 9.3k hp in my dps pvp gear/spec. I will generate 84 rage from damage before I die. I will generate more rage from white damage than from damage taken. The dev's and crew of blizz are still playing around with the formulas that are revolving around rage generation from white damage. And at this time, pre 2.1 patch. Rage gained from dealing damage = ((damage dealt) / (274.7 @ 70) * 7.5 + (weapon speed * factor))/2.
factor = Main Hand Normal Hit 3.5
Main Hand Critical Hit 7.0
Off Hand Normal Hit 1.75
Off Hand Critical Hit 3.5
So if I deal 9.3K damage from normal hits at 3.5 speed. Is about 133 rage (+- 1-2) from damage dealt.
Endless rage ~~ 166 rage from damage dealt.
Second wind alone is probably the best rage gen when a rogue (foolishly) decides to try and stun lock a warrior. ZOMGA PLATE vs PHYSICAL DAMAGE!
