Help With Becoming a JourneymanFollow

I'm a level 11 hunter woodcrafter working on the forestry career. I'm at 200 points of my appretance and it wont go to journeyman. From what i have read so far is that it is an automatic thing and no need to do a quest for forestry cause it's a collecting craft. I've spent hours reading and reading and asking questions in Google for the answer. I understand the system but I don't know what I'm doing wrong that it wont changer from 200 points into makeing me journeyman. I know that when i become a journeyman i can work on mastering my apprentice forestry. But nothing is happening and I've tried collecting more wood and making more leather and I can't find anyone to talk to, to graduate me to Journeyman. I'm just at wit's end and don't know what to do or what I'm missing. It must be obvious and I'm just missing it. Is there something else i need to do for it to slip from one tier to the other. My anvil beside my crafting points is a brown outline if that means anything.

You have to do a quest for collection skills now, sort of...

There will be a NPC at the crafting station you use with a ring over her head. Want to say its usually the supplier NPC. Talk to them, they'll give you a book, open inventory, read book, talk to NPC again. You'll then be able to work on the next tier and master T1. Get use to this quest, you'll have to do it for every tier.

the 5 quests are listed there. Talk to the Supplier to start.
