you need to kill Captain Ealsha(45) wanders around tower and Apprentice Yavim (45 caster) in the tower. then use the orb to go to top level to kill Radavex. Plus this is in the quest info page of this site.

FYI: the orb rotates from the tower bottom to top. while it's at the top (u can still con it) u cannot talk to it to get quest :((. not sure how it cycles location but it's not based on time of game day.
