I just looked it up - 2 PS3s are allowed to be linked to a single PSN/SEN account. So you can access the game from up to 2 PS3s, and no more, unless you deactivate one from the account.
The game requires you to link this account to your SE account in order to play the game.
That tells SE, specifically, that you are only able to access the game from that specific PSN account, which they WILL check when you attempt to log in.
So giving you access to the PC version on top of that is something they'd be deciding to do from the goodness of their own hearts. It's not like they have any particular reason to give it to you. Either way, it's technically going to be a separate service underneath the umbrella of their FFXIV service account.

If you exceed this amount, you will need to deactivate a system before the new one can be used to download content. You must also have the system with you in order to activate or deactivate it.
The weird part is that they won't let you activate a PS3, PSP, and a Vita. You'd think they would have made it a maximum of 3 systems, with no more than 2 of either the PS3 or portable.
