Now that I'm actually doing this quest - at least the last few days of it - I'm having a problem with the random dailies from the Public Relations goblin - the "Spray this perfume on 10 people" or "Give 10 people a box of chocolate" - those. The issue is, I'm not getting them. I got it only when I began the quest on each of 3 toons. I've done the beginning quest line, do the daily "Kill 10 Crown whatevers and blow up their wagon" and give a bracelet to each of the 4 NPCs, but can't get the random one.
I've read the Festival info over and over and don't see anything I should do or that I haven't done.
Any suggestions? Thanks in advance!

Not getting them in as not getting credit? Or not getting what to do on the quest itself?
The perfume can be sprayed onto players and NPCs as well (guards in the city, etc). If I remember right, the same goes for the chocolate. Just remember that they can't have a heart over their head, otherwise it won't count.

Not getting them as in the Public Relations NPC won't give the quest to me. No blue exclamation mark over his head; when I try to talk to him I just get dialogue and not the quest. If it was just on one character I'd think it was a glitch (which it still might be), but the same thing occurs on my 3 characters - one Horde, two Alliance who each did the first random the first day in different cities, so it's not just the one PR NPC.

You have to unlock the dailies by doing a chain quest starting with this http://www.wowhead.com/quest=24804/uncommon-scents you have to complete all of them.

You do not need to do this questline to get the perfume/candy quest.
The questline is for "Crushing the Crown".
Not sure why the quest wouldn't be there, did you check your quest log to make sure you don't already have it on you?

...wouldn't you know that after not being given the random quest for the last couple of days, I log in today and get it. Very odd but it seems to have taken care of itself.
Thank you for the suggestion on looking in the quest log, Lyrailis. I didn't think to do that and it apparently wasn't the "fix" for this issue, but it reminds me to do that often. I get quests I forget I have until I get the "Your quest log is full" message.
