Is this still something I can get or do I have to hope to find a 'Chant who had the Rep to buy it. (My guess is that it would be very expensive if the Recipe was no longer available.

I would presume you can still get it. A decent amount of players like going after recipes they don't have and I'm willing to bet someone has it, they would probably do it for cheap if you supply the materials.

Getting honored with Timbermaw is quite easy now as well. I'd ask in the trade channel if anyone has it, I'm willing to bet you'll find it.

Honestly, this is something I pick up on every enchanter I have. It is fairly easy money from folks who are twinking toons. More importantly, I use this on Heirloom gear because that is just awesome. I would say you should be able to get someone to do it for you. I recommend farming up the Essence of Air beforehand as those can be hard to get, or expensive depending on your server, as well as what you would consider expensive.

I just put that on my heirloom daggers. You'd get gouged for it on the AH but I found it very easy to grind out the mats myself in a short time. Kill the air elementals in Silithus then solo Blackrock for a while for blues to DE into the shards. The recipe is definitely still available because I just bought it last week, and IIRC it doesn't require much rep (honored only I think? I already had They Love Me in That Tunnel so it wasn't an issue).
