I stand corrected. A short google investigation yields some old forum threads of people complaining that they weren't BoP. I was thinking of Primal Nethers that were BoP up until 2.4.

I remember farming up Titansteel when Titansteel still had a daily cooldown, back about the time Ulduar was released, I remember buying orbs off the AH, which were not quite cheap, I dunno, 100-150g per? To make my Ret paladin a Helm, 2H Mace, and Boots to get her up to Heroic Ready so she could run Heroics with the guild I was in at the time (this was before the RDF), so no I don't think Frozen Orbs ever were BoP...
