Is the PTR up? :: World of Warcraft

I read on the PTR general discussion on the WoW forums that the PTR is down for maintenance. Now It's been 3 days since I read that post, and whenever I go to the PTR launcher, it says "updater timed out". I went to start the PTR from WoW.exe, and It downloaded the update and went back to the login screen saying It has some technical difficulties and I can't log in. I'm banned right now on the WoW fourms, so I can't ask on there. Yet I see no posts there or here about this and I see videos of the ptr's new hair styles (TB, your awesome) which is telling me that the PTR is up. Is it just me or are the PTR's down?

Judging from the official forums they should be.

Its the PTR just keep trying, they go up and down a lot, especially early on or when they change a lot of stuff.
